[EP-tech] Is EPrints 3.4 and beyond open source software?

But doesn't explain why the code has been released as a tgz (Preview2 = http://files.eprints.org/1103/), but the code is *not* on e.g. GitHub.

If I install 3.4 (preview), and find issues, how do I log these?
If we discover a bug in 3.3, and want to check it against 3.4 (without necessarily having installed 3.4), how do we do that?

It's all a bit _strange_.

Ah - yes..... their [Eprint/Southampton] problem is developer time: 10 
years ago, Southampton had a dozen people working on the code.

Now the money for these projects has dried up, and the research money 
has moved elsewhere.... there's not the developer time to do big 
re-writes.... *THAT* is why 3.4 is so slow
