[EP-tech] again: broken linkS in 'review summary mail' for editor

I may be wrong, but after patching our Eprints3.3.7 by r7318 and apache's restart
the mentioned links still does not work :(

BTW: The patch modifies /perl_lib/EPrints/Plugin/Screen/EPrint/RejectWithEmail.pm,
but my lines refer to the periodical mail the editor receives in case of items waiting for review ...
