I think you need the user namedset:
Add it to that, and you?ll get it as an option in the user workflow.

Subject: [EP-tech] User roles
I?m trying to manage some login bits and bobs on my new EPrints installation, specifically creating a new user class for ?localadmin? with the same admin rights that I would normally apply to my LDAP users. I?ve created the new class in user_roles.pl however I?m not getting an option to give that class to a new user when I create it through epadmin/create_user. The class itself works when I assign it to a local user through database manipulation but this isn?t a long term solution; I?m sure there?s a step I?m missing somewhere but I?m not sure where ? any thoughts are appreciated!
