Add full_text_status to your search form.
This is set to public (all docs public), restricted (at least one doc restricted) or none (no docs).
So ticking None will restrict your search to metadata only records.

I?m assuming it has something to do with the documents Meta fields but looking for some hints or if there is something obvious that I have probably missed.
