[EP-tech] Correct EPrints Export/Import syntax and issues

Of course, [EPRINTS_HOME]/bin/export is correct, even if EPrints is
installed in /home/foo; whereas ~/.. is plain *wrong* if EPrints is
installed under (say) /opt
.... just observing :)
