Apologies, that was caused by a local configuration issue for the search function on our test repository.
Seb's original answer is correct and I am able to see the "add to shelf" buttons to the right of search results when logged in.  
It looks like Shelves are working just fine on 3.3.12!

How to add items to a research shelf (EPrints 3.3.12, version 1.0.2)?
I also don't see any button to create a shelf from the search results.

but with eprints3.3.12 and Shelves for EPrints - version 1.0.2
- in simple search
- in saved search
- in admin search
there is no way to create a shelve from the results.
only "manage shelves" is showed as menu-tab.
???
this was one way. what are the other ways?
