You can have a look in what's going on in /lib/cfg.d/template_core.pl which adds static stuff to the template.

But I'm not sure I fully understood your question so sorry if that's not related!

we using piwik as website analytical tool.
the hits from the live and the developing environment should not be

now the code is laying for each language in lang/xx/templates/default.xml

and for rolling out new versions it would be helpful, only to have the
maschine depending piwik code snippet somewhere, which could be
ignored when rollout.
