[EP-tech] Eprints internal error

hi,

i successfully installed eprints 3.1.2.1 on my localhost. but when i
try to restart the apache through terminal i get warning message like
this

[warn] NameVirtualHost *:80 has no virtual hosts

and when i try to open eprints in the browser,it doesn't work and says

Eprints Internal Error,how do i solve it,
