[EP-tech] DOI minting

Hello all,
I'm trying to get a DOI minting function working on our data repository. I'm able to get the DataCite bazaar plugin to generate the XML and create a DOI, but it doesn't seem to be going through to the test server. Any ideas on how to debug this?
