[EP-tech] saved_search: depending on cronjob time?

hello everybody

we have some confusing about the saved_search alerts.
some user saying, that new items aren't showed in the alerts.

could it be, that the result from the saved_search is depending on
cronjob triggering?

eprints item are stored in UTC (just as info).
our cronjob for daily alerts is triggered at 00:15 UTC+1.

if saved_search then checks for new items of THIS day, there will be
mostly no result.

but on the otherhand, there is the file alert-daily.timestamp.
so i guess saved_search is searching for new items added between
alert-daily.timestamp and cronjob time.
this would be, what i expect from saved_search.

what is saved_search exactly searching?
what time is best for triggering cronjobs?
