Create a new .xpage file in cfg/lang/en/static.  See http://wiki.eprints.org/w/XPAGE_Format and the existing files in that directory for examples.

Links to the new page can be added to the toolbar in the templates at cfg/lang/en/templates/default.xml, see http://wiki.eprints.org/w/Template_Format
