[EP-tech] OAI-PMH export data

I noticed that the latest version of Eprints (3.x), do not export all the records from the repository by use OAI-PMH, how to fix this error?
For example, for systems based on theDspace request form http://ARCHIVE_URL/oai/request?verb=ListRecords&metadataPrefix=oai_dc returns the same set of data each time.
For a query like http://ARCHIVE_URL/cgi/oai2?verb=ListRecords&metadataPrefix=oai_dc Eprints returns each time a random set of data.
