[EP-tech] enable-import-ids and enable-import-datestamps

Hello,

it seems that the import-options

--enable-import-ids and --enable-import-datestamps

are no longer active (eprints 3.3.7).
My test with the --update-Option (implies enable-import-ids acc. to manpage) did not transport the eprintids properly to the new archive.
