Matthäus,

make sure that the content of your phrase files really is UTF-8 (try to
run them through iconv) and that the XML declarations says so, too:

<?xml version="1.0" encoding="utf-8" 
standalone="no" ?>

Umlauts in the titlebar do work: http://epub.uni-regensburg.de/

Switch to the German language interface if you see the English due to
your bowser's language settings.
