The problem is that Eprints 3 uses two different functions (or code 
path) to render strings. If you render the abstract or the view, the 
character is ok, the title or EDITING are wrong.

 Try to go to edit that record and add a "beta". Then go to the next 
step, than back. You'll see all (yes, all) the utf-8 characters wrong, I 
think they're double encoded somewhere in the code path.
