Hi,

I just migrated some repositories from eprints 2.3.x to 3.1.0. Everything 
worked
great. Well, not everything.
If there is an "umlaut" (like ä,ü,ö) in the browser's titlebar,  I'm 
getting a
problem with the character encoding of the german "umlaute". I 
thought that is
a browser problem, but the Internet Explorer shows the same problem. I also try
to use different encoding like iso 8859-1 but it doesn't work.

The weird thing is that the ep_tm_pagetitle like "Über das Archiv" is 
shown
correctly but in the browser's titlebar it is wrong.
